Getting a Texas Driver License as a Non-U.S. Citizen
Non-U.S. citizens may apply for a Texas driver license if they meet DPS eligibility, document and testing requirements. The documents accepted depend on your immigration status; a passport alone may not satisfy every requirement.
Prepare the documents for your situation
Use the DPS application checklist and lawful-presence requirements. DPS verifies identity, Texas residency and lawful presence. If additional DHS verification is needed, DPS will explain the next steps. A school cannot guarantee approval or a verification timeline.
Choose the correct driver education path
- Under 18: follow the teen driver education and learner-license process.
- Ages 18–24: first-time applicants generally need adult driver education. DPS exceptions may apply, so review your existing license and course records.
- Age 25 and older: driver education is optional, although you still must meet the applicable licensing and testing requirements.

Road testing and document upload
Eligible applicants can take a road test with Drive Smart in Carrollton or The Colony after obtaining the required valid Texas permit or license and completing the testing requirements.
Drive Smart’s DPS document-upload service is restricted to eligible U.S. citizens. Non-U.S. citizens should follow their test-result instructions and complete the applicable DPS office process after passing.
